We map a drive H on the a server and the notes data file is installed to H:\Notes\
We copy the notes.ini file to this data file and setup the shortcut to notes to "C:\Program Files\IBM\Lotus\Notes\notes.exe" =h:\Notes\Notes.ini
Delete the notes.ini file from the terminal server and it has worked this way for around 15 years now.
